Detectives Benson and Stabler work a case where a rape victim named Vicki (Jennifer Love Hewitt) is brought into the hospital initially claiming she has been attacked multiple times by the same man in a period of fifteen years. All the while searching for evidence across the country, Benson discovers a major problem with the amount of untested rape kits.
