With Matthews about to win the governor's race, Frank is helping the White House vet VP candidates. The President suddenly sends him to evaluate a new candidate, Raymond Tusk (Gerald McRaney), a multibillionaire who lives modestly in St. Louis. But when he arrives Frank finds that the President wants Tusk to vet him for the job. Tusk offers to support him in return for an unspecified favor -- Frank refuses. Meanwhile, Zoe, Lucas, and Janine learn Rachel's identity, and Claire fires Gillian.
