English councils accounted for a quarter of all public spending last year with a bigger budget than the NHS, and more than twice the defence budget. Around 60 per cent of council budgets come from central government, with the remainder raised by business rates and council tax payers. The series reveals some spending that local authorities don't want you to know about.
